However in your case it does not appear as if you would need to worry about this MA infraction going against your Portland, ME license since it was a warning and not a ticket to which you were convicted of.

Even if this had occurred in state, in my experience, in most cases a written warning does not normally affect your insurance because it does get sent to your record. There are exceptions where it can appear on you record, in those cases the infraction would affect your rates.

As for auto insurance, you will need to insure the car in the state which the vehicle is registered since normally as part of the registration process one is required to show proof of auto insurance. If you title the vehicle in Ohio check to see if an OH insurance company will cover you while you are in North Carolina or if because the vehicle will be kept with you in North Carolina if they say you should insure and register it there instead until you move back to OH after college.
